I can not figure out how to make or display a new book and the user manual makes little sense.

I have used the option "Import Data". I pointed out a pdf file and used Ghostscript to convert.
I got the message "Data from the file were imported successfully"

I created a new book and put the path to the converted files. In this case "/images/com_arismartbook/pdf_import/TequilaandMezcalCatalogue19", which is a library containing png versions of each page in the pdf.

... and then what...? Nothing happens. Assigning the book to a menupoint in Joomla, merely makes an error page and there is nothing to see in the book in the component.

How is this component supposed to work? Is there a better manual somewhere?

If you want to create a new book based on previously converted a PDF file to images then open "Components -> ARI Smart Book -> Books" page, click "New" button, select "Images" in "Pages are created from" drop-down and click "Continue" button. After this open "Pages source" tab and enter path to folder with images in "Directories" textarea. In your case populate it with the following value (without leading slash):

images/com_arismartbook/pdf_import/TequilaandMezcalCatalogue19

You can assign a menu item to the book, show it in a module position (see "ARI Smart Book" module) or embed into an article with help of "System - ARI Smart Book" plugin.
