I found the reason now!!!

ARI Quiz need "user Editor".
I am not usually using "Editor", so my "user Editor" setting is "Editor - No Editor".

When I set "User Editor" to "Editor - TinyMCE 2.0", Save (or Apply) button worked!

Check it please.
