Looking at the file on FTP now. It does exist. I've developed many Joomla sites and never ran into such a sticky problem with conditional css. It is just strange that if Input my code into the menu css and put in the same course css setting (used to check that the code is working) it works. But I do not want to put core code in the menu css. I just may have to do that.

The code works in menu module CSS file because this file exists. Read our previous post please. If you try to load your CSS file in browser, you will see error. If file exist, a browser should open it without problem. Keep in mind, if your server is under UNIX system, file name is case-sensitive.
