Hello,

It sounds stange because a template should contain the following code:

Code:

<jdoc:include type="head" />

This code is required that load all necessary javascript and CSS files which are included through Joomla! API. It a template creator want to exclude loading of MooTools javascript library, it's incorrect way. You can read here how to remove MooTools library.
